Take out the battery and get a bowl of uncooked rice. Put the battery and the phone in there, put it in the microwave for 24 hours (don't take it out). It should work after.

Yeah I'm pretty sure the screen is fucked. Its a touch screen and it looks like the water got on the inside. Looks like a mirror after a hot shower. Luckily its insured..... $135 deductible later.
